Originally, in 1978, there were four villages located within the Mae Sai sub-district, namely:
1. Newly developed house.
2. Ban Sankhong
3. Ban San Thanon Nuea
4. Ban San Thanon Tai
There are four villages located within the Koh Chang sub-district:
1. Ban Nong Si Chaeng
2. Ban Thung Kliang
3. Ban Santhat
4. Ban Tha Sala
A request was made to redraw the administrative boundaries, based on an ancient site showing signs of an old city
in the Ban Santhat area, namely Phra That Sri Chum. The name of this pagoda was then used to name a new subdistrict, Tambon Sri Mueang Chum
, which was officially established on October 1, 1979, and comprised 8 villages.

An election for the subdistrict headman of Sri Mueang Chum was held on November 18, 1979. Mr. Thong Suriyakantorn, the village headman of Village No. 2, Ban San Thanon Tai, was elected as the first subdistrict headman of Sri Mueang Chum. Later, on April 19, 1992, Ban Sri Pa Sak requested to separate from Village No. 2, Ban San Thanon Tai, to form a new village, Village No. 9. Mr. Anan Pingkasan was appointed as the village headman. Thus, Sri Mueang Chum Subdistrict has a total of 9 villages as it remains to this day.

On February 22, 1997, Sri Mueang Chum Subdistrict was upgraded from a Subdistrict Council to Sri Mueang Chum Subdistrict Administrative Organization.

Geography, social characteristics, community, and population.
Sri Mueang Chum Subdistrict is a local administrative organization. Its general topography is a plain river, traversed by the Mae Lai River in the southern part of the subdistrict. The land is suitable for cultivating rice and other crops, and
is well-equipped with an irrigation system and convenient transportation routes. It is located approximately 7-8 kilometers southeast of Mae Sai District via Highway
1290, a paved highway connecting Mae Sai District to the Golden Triangle and Chiang. Saen District. Within the subdistrict, there are 103 roads: 59 unpaved roads, 6 paved roads, and 38
concrete roads. The total area is 42 square kilometers or 25,240 rai. The population is 5,821 people, consisting of 2,760 males and 3,061 females, with
2,644 households. There is
one subdistrict health center and
two schools.
The majority of the population are Buddhist.

Economic aspects
The majority of residents within the sub-district are engaged in agriculture (rice farming, livestock raising), followed by those who work as laborers, trade, and in home-based industries.

The official emblem of the Sri Mueang Chum Subdistrict Administrative Organization consists of two concentric circles. The outer circle has a diameter of 4.5 centimeters, and the inner circle has a diameter of 3.5 centimeters. The inner circle contains the Thai words "Sri Mueang Chum Subdistrict Administrative Organization, Mae Sai District, Chiang Rai Province." The image within the circle depicts Phra That Sri Chum, a revered landmark with a long history, which is regularly visited and worshiped by the people of Sri Mueang Chum Subdistrict. Currently, the community has jointly restored and renovated the old pagoda, constructing a surrounding structure to enhance its grandeur and strength.
Phra That Sri Chum is located in Ban San That, Village No. 5, Tambon Sri Mueang Chum, Mae Sai District, Chiang Rai Province, approximately 7-8 kilometers from the Mae Sai District Office via Highway 1290 (Mae Sai – Chiang Saen). Due to its sacredness and reverence for the local community, the Sri Mueang Chum Subdistrict Administrative Organization has adopted an image of "Phra That Sri Chum" as its official emblem.
